Summary
Hong Kong is a highly developed city, but its labour protection and social welfare are far behind many developing countries. This April the SAR government’s Social Welfare Consultative Committee released its second phase consultative document aimed at cutting welfare. The document downplays the importance of social welfare, the promotion of social equality and justice, and goes so far as to propose the idea of “user pay”, “self reliance” and “government and business partnership” etc. This is nothing less than promoting the marketisation of social welfare. This position paper from the Front Line Welfare Workers Union opposes the basic ideas of the Committee.
